PROBLEM TO BE SOLVED: To enable flexible categorization of users.SOLUTION: A categorization device of the present invention includes a reception unit, a first categorization unit, and a second categorization unit. The reception unit receives characteristic information associated with each cluster. The first categorization unit categorizes content based on the characteristic information received by the reception unit. The second categorization unit categorizes a user based on access information of the user to the content categorized by the first categorization unit. For example, the first categorization unit may categorize content into one of the clusters based on information contained in the content.
