PROBLEM TO BE SOLVED: To provide a technique with which it is possible to generate a character image having had ruled lines deleted with high accuracy by a relatively simple process from a multi-valued image having light and shade, which is an image to be processed that contains characters and ruled lines.;SOLUTION: Provided is a ruled line deletion device 1, in which an image processing unit 3 determines whether a pixel of interest of an image to be processed that is inputted to an image input unit 2 is a character pixel pertaining to a character or a non-character image other than that. The image processing unit 3 determines whether the pixel of interest of the inputted image to be processed is a character pixel or a non-character pixel using a threshold determined for the pixel interest, and generates a first binary image. The image processing unit 3 sets a local area in accordance with the pixel of interest for which a threshold is determined, and determines the threshold for the pixel of interest using the pixel value of a plurality of pixels located within this local area.
