PROBLEM TO BE SOLVED: To ensure an optimum operation schedule for a control target device while reducing burden on facility operators at the maximum.SOLUTION: An energy prediction unit 10 sets a predicted value of consumed energy or supplied energy in a future predetermined period on the basis of process data for a control target device 2. A schedule optimization unit 11 optimizes an operation schedule of the control target device 2 for the predetermined period by using a predetermined evaluation index on the basis of the predicted value, characteristics of the control target device, and the process data. An approval request determination unit 12 determines whether it is necessary to approve a latest operation schedule on the basis of a preset determination condition.
