The present invention discloses an evolved multimedia broadcast / multicast service (eMBMS) processing network element and an evolved multimedia broadcast / multicast service broadcast method. The eMBMS processing network element comprises a first transceiver and a first processor. The first transceiver receives an eMBMS bearer request from the application server. The eMBMS bearer request includes a broadcast area. The first transceiver sends the broadcast area to the configuration service center and receives the broadcast / multicast service area (MBMS SA) configuration information returned according to the broadcast area by the configuration service center. The first processor establishes the eMBMS session resource of the broadcast area according to the MBMS SA configuration information. In the above scheme, the present invention can solve the problem that the broadcast area can not be dynamically generated under the eMBMS broadcast mechanism.
