PROBLEM TO BE SOLVED: To provide a council support apparatus capable of adjusting timing of approval operation among members located at places remote from each other within a predetermined time.;SOLUTION: The council support apparatus determines that a consultation has been established when receives a piece of information of approval from clients of a specific number or more. A transmission part transmits a piece of certain information to a plurality of clients.
