PROBLEM TO BE SOLVED: To statistically guarantee communication reliability of each combination of a transmission position and a reception position for communication terminals performing vehicle-to-vehicle communication.SOLUTION: A communication reliability management server obtains communication log information indicating a result of intercommunication between a plurality of communication terminals from the communication terminals, analyzes the communication log information to generate communication reliability information indicating the probability of success of communication for each combination of a transmission position and a reception position, generates communication reliability map information by analyzing actual measurement values of communication reliability on the basis of results of intercommunication in an environment such as on a road between communication terminals such as on-vehicle devices, and transmits it to the communication terminals. The communication terminals select an optimal communication parameter in a range of arrival reliability guaranteed statistically to perform communication.SELECTED DRAWING: Figure 2
