PROBLEM TO BE SOLVED: To provide an outer packaging material for a vacuum heat insulation material or the like that forms a vacuum heat insulation material capable of maintaining heat insulation performance for a long time.;SOLUTION: The outer packaging material for the vacuum heat insulation material has a heat welded layer, a first barrier layer and a second barrier layer, in this order. The first barrier layer and the second barrier layer have a resin base material and a barrier film formed on the resin base material, respectively. The barrier film of the first barrier layer and the barrier film of the second barrier layer are arranged so as to face each other. The tensile modulus of elasticity of the outer packaging material for vacuum heat insulation material is 2.3 GPa or more. When the product of the tensile modulus of elasticity and the thickness of each layer is defined as the tensile elastic index of each layer, in the layers constituting the outer packaging material for the vacuum heat insulating material, the difference, between the sum of the tensile elasticity indexes in each layer located closer to the second barrier layer side than the first barrier layer and the sum of the tensile elasticity indexes in each layer located closer to the first barrier layer side than the second barrier layer, is less than 100 GPa μm.;SELECTED DRAWING: Figure 1;COPYRIGHT: (C)2017,JPO&INPIT
