PROBLEM TO BE SOLVED: To calculate an installation position of an apparatus that regulates a voltage in a power system, capacity of the apparatus and the like.;SOLUTION: An installation planning device for a voltage regulation apparatus that regulates a voltage of a power system generates a model of the power system, calculates a tidal current equation based on the model and calculates a voltage amplitude and a voltage phase in the case where the voltage regulation apparatus is installed in the power system. Based on a fluctuation range of the voltage, the voltage amplitude and the voltage phase, a fluctuation parameter and a linear parameter are calculated and based on a predetermined condition, the fluctuation parameter and the linear parameter, a linear planning problem is formulated.
