PROBLEM TO BE SOLVED: To appropriately divide a region even for images which are not connected completely and include a boundary.SOLUTION: An image region dividing device 100 includes: a transition matrix calculation section 131 for calculating a transition matrix from a neighboring relation of input data; a random walk feature amount calculation section 132 for calculating a random walk feature amount from the transition matrix; a similarity calculation section 133 for calculating similarity between candidates from the random walk feature amount; a dissociation information calculation section 134 for calculating dissociation information between candidates from the neighboring relation of the input data and the random walk feature amount; a candidate feature amount calculation section 135 for calculating feature amounts of candidates from the similarity between the candidates and the dissociation information between the candidates; a candidate clustering section 136 for clustering the feature amounts of the candidates; and a region number calculation section 137 for calculating a region number from the random walk feature amount and a clustering result.
