The present invention enables the generation of a more appropriate supply chain operations process plan that satisfies an operations restriction. A supply chain operations process optimization device is provided with: a storage unit that stores a supply chain model including information about departments constituting a supply chain and timing and method of updating plans and instructions for the departments, and information about an operations restriction concerning the timing and method of updating the plans and instructions; and a control unit that generates, using the information stored in the storage unit, an operations combination concerning the timing and method of updating each of the plans and instructions whereby the operations restriction can be satisfied.
