PROBLEM TO BE SOLVED: To realize suppressing of delay time of video while maintaining operation convenience when utilizing video effect.SOLUTION: A video effect device which composites a picture frame image which is smaller than a main image with a small window image in the main image includes deforming/processing means DVE of at least two steps for deforming/processing an image displayed in the small window. The deforming/processing means includes a memory circuit 22. At the deforming/processing means of two steps, writing/reading into the memory circuit when deforming/processing the image to be displayed in the window is executed with a delay time of 0.5 frames. By the deforming/processing means at an initial step, the image to be displayed in the window is deformed and processed to the window image. The picture frame image is composited with the window image by matching delay times. The composite picture frame image/window image is composited to a screen entire image by the deforming/processing means at a next step, thus, an entire compositing process is realized at a delay time of one frame.
