PROBLEM TO BE SOLVED: To provide sanitary paper having a smooth feel and excellent strength, and soft sanitary paper making the produced amount of paper powder small.;SOLUTION: Sanitary paper has a first surface, and a second surface on the opposite side of the first surface.
