PROBLEM TO BE SOLVED: To provide an exclusive control device or the like which reduces the time required for switching to an exclusive control device of a standby system and for restarting operation after the occurrence of failure in an exclusive control device of an operating system.SOLUTION: An exclusive control device includes: a preferential resource list making unit which calculates priorities of shared resources shared among a plurality of hosts on the basis of exclusive conditions for the shared resources and makes a preferential resource list with which a prescribed number of shared resources are registered as preferential resources in accordance with the calculated priorities; a preferential resource list addition unit which specifies resources relating to the preferential resources registered with the made preferential resource list and adds the resources relating to them to the preferential resource list; and a communication unit which transmits the preferential resource list to each of the hosts.
