PROBLEM TO BE SOLVED: To provide a signal processing device, an exciter and a signal processing method capable of generating an output carrier wave whit high frequency accuracy and stability while simplifying the processing process and circuit scale.SOLUTION: The signal processing device includes: a frequency set value calculation section; and a carrier wave signal generation section. The frequency set value calculation section inputs a clock signal and a standard signal which oscillates at a standard frequency with high frequency accuracy, calculates the clock frequency of the clock signal and calculates a frequency setting value which has a negative correlativity with the calculated clock frequency. The carrier wave signal generation section changes a signal digital sampling value of predetermined periodic waveform which is output so that, when the digital signal is sequentially output at a specific period, the frequency of the periodic waveform signal formed by the digital sampling value increases and decreases in proportion to the frequency setting value.
