PROBLEM TO BE SOLVED: To apply an internal combustion engine capable of reducing discharging of greenhouse effect gas "CO" to cope with global warming, as power generating facility.SOLUTION: The problem described above is resolved in such a way that there are provided taking-out facility Ms for reacting water and carbon with waste-heat of an internal combustion engine 1 to take out mixture gas of hydrogen and carbon mono-oxide and a storage gas tank MT for storing mixture gas of taken-out hydrogen and carbon mono-oxide, the taken-out mixture gas of hydrogen and carbon mono-oxide is stored or applied as fuel for the internal combustion engine 1 through the storage gas tank and further the taking-out facility Ms is installed at a transporting device and applied as fuel for the internal combustion engine installed at the transporting device, further carbon dioxide of the discharged gas is also made into mixture gas of hydrogen and carbon mono-oxide and the taken-out hydrogen and carbon mono-oxide are separated into hydrogen gas and carbon dioxide and taken out separately, quality of carbon dioxide is improved and the carbon dioxide is applied as starting material for generating synthesis gas.SELECTED DRAWING: Figure 1
