PROBLEM TO BE SOLVED: To efficiently generate a unified test specification.SOLUTION: A process by a test case combination acquisition unit 22 for acquiring a combination of test cases included in a plurality of test case specifications, and a process by a satisfiability determination unit 24 for determining whether the acquired combination of test cases is a satisfiable combination are repeatedly executed. The test case combination acquisition unit 22 excludes a combination of test cases included in a combination of test cases determined in the determination process to be not a satisfiable combination and having two items that mutually do not meet satisfiability as it acquires a combination of test cases. A post-processing unit 26 outputs a combination of test cases determined to be a satisfiable combination and thereby combines a plurality of test case specifications.SELECTED DRAWING: Figure 6
