PROBLEM TO BE SOLVED: To appropriately perform suppression of intruders on a road.SOLUTION: An image acquisition unit 21 acquires an image of a road photographed by a photographing device. A subject detection unit 22 detects a subject appearing in the image of the road. When intrusion of the subject into a predetermined area on a road is matched with any of a plurality of prescribed intrusion patterns, an intrusion detection unit 23 detects intrusion of the subject into the predetermined area. When the intrusion detection unit 23 detects intrusion of the subject into the predetermined area, a suppression instruction unit 24 performs predetermined instruction to a warning device installed around a predetermined area for suppressing intrusion of subjects into a predetermined area.
