PROBLEM TO BE SOLVED: To protect an information resource such as data or a program.SOLUTION: An information resource protection system for protecting an information resource by using a computer includes: a decryption execution part to be executed when a decryption execution program is executed by a first computer; and a monitoring part to be operated by a second computer. The decryption execution part includes: a decryption part for decrypting the encrypted information resource; a first communication part for communicating with the monitoring part; and an erasure/function restriction part for performing the erasure or function restriction of at least a part of the decryption execution program on the basis of the state of communication or a command from the monitoring part. The monitoring part includes: a second communication part for performing communication; and a commanding part for transmitting the command on the basis of the state of communication.
