PROBLEM TO BE SOLVED: To suppress reduction of precision in determination of crop.SOLUTION: A creating part 14a executes the following process on the basis of strength of a plurality of components having a specific wavelength in each of a plurality of pixels obtained by taking a picture of a certain region with camera, comprising at least a partial region of the certain region. That is, the creating part 14a creates information showing relationship between strength of component having a specific wavelength and the number of pixels for each of the specific wavelengths. An identification part 14b identifies a strength having the maximum number of pixels for each of the specific wavelengths on the basis of the created information. A calculation part 14c executes the following process for each of the specific wavelengths on the basis of the created information. That is, the calculation part 14c calculates the average value of strength of component having a specific wavelength in pixels having the identified strength and corresponding to the strength of component having a specific wavelength within a range in which the number of pixels is reduced from the maximum of the pixels.
