A composite module having a predetermined function such as a drive function and a sensor function for changing the state and a communication function is set, and the communication protocol is simplified in order to reduce the price and power consumption of the composite module. A unit in which these composite modules and devices are made common and general is defined, and this unit and the system controller constitute a network system. Communication between the composite module and the system controller is performed using a simplified communication protocol suitable for the characteristics of the composite module. This system controller divides and manages a plurality of units into sections and holds information about the section to which each unit belongs. The system controller performs communication control within the network system and also communicates information with the outside of the network system.
