PROBLEM TO BE SOLVED: To transmit required information within a transmission band prepared in transmission between a device provided in a tollgate and a monitoring server.;SOLUTION: In the case where it is not detected that a vehicle approaches a tollgate, image data captured by a lane monitoring device within a range of predetermined transmission bands are transmitted to a monitoring server. In the case where it is detected by a vehicle detecting device that the vehicle approaches the tollgate, allocation switch processing of the transmission band is executed to decrease transmission bands secured for the image data captured by the lane monitoring device and to allocate a transmission band for transmitting at least either voice data or image data from a side of the vehicle or voice data or image data from a side of a monitoring office.;COPYRIGHT: (C)2013,JPO&INPIT
