The fish counting device of the present invention includes: a measurement image acquisition unit 11 configured to acquire, over time, a plurality of measurement images of a region to be measured in a passage region where a fluid containing fish passes through; a fish position acquisition unit 21 configured to acquire positions of the fish in the measurement images; a fish movement line calculation unit 22 configured to calculate movement line(s) of the fish as tracks of movements of the fish on the basis of the acquired positions; and a fish counting unit 23 configured to count the fish on the basis of the movement line(s) of the fish in the measurement images to obtain a fish count.
