Abstract Dynamic algorithms for performance estimation, access selection and traffic offload cellular wlan methods and equipment are provided to measure, estimate wireless network throughput for traffic offload. In an innovative aspect, the EU determines the association state of a radio access network (RAN). which measures or estimates the end-to-end transfer rate of the ran. in one embodiment, non-intrusive estimation by qos probe request is used. In another embodiment, direct measurement with modeling is used. modeling uses admission / programming control. in another embodiment, estimation or probing of metrics with or without modeling with either in-band probing or non-intrusive probing is used. In yet another embodiment, the throughput is obtained based on network signaling messages. In another innovative aspect, the EU selects a dynamic measurement or estimation algorithm based on the state of association and the type of traffic qos. Admission control procedure or binary admission procedure is used with the initial bandwidth request based on membership state.
