A single/three-phase electronic prepayment step tariff electric energy meter with a CPU card. The electric energy meter comprises an interface unit, a power supply circuit unit, an electric energy metering and electric parameter detection unit, an electric meter outage mechanism and an MCU control unit. The interface unit, the power supply circuit unit and the electric energy metering and electric parameter detection unit are all input to the MCU control unit respectively, the MCU control unit outputs outage information to the electric meter outage mechanism, and the power supply circuit unit simultaneously supplies power for the electric energy metering and electric parameter detection unit; and the electric energy meter further comprises a display unit, an ESAM unit and an alarm unit, the ESAM unit is connected between the interface unit and the MCU control unit, and the display unit and the alarm unit both are activated by control information output by the MCU control unit. The electric energy meter adopts step tariff, and may charge different electricity prices according to an electricity usage amount of a user each month, facilitating a power supply bureau flexibly choosing an electricity usage encouragement or limit policy.
