Disclosed are a spam call blocking device and a spam call blocking method for providing a spam call service personalized for each user by providing information about a spam call. The spam call blocking device of the present invention comprises: a secure number registration unit for registering incoming call-allowed phone numbers as secure numbers; an incoming call number search unit for receiving an incoming call number, and searching for the secure numbers and pre-registered spam phone numbers matching the received incoming call number; a secure service providing unit for providing a secure number service so that the searched secure number is normally received when the pre-registered secure number is searched for; and a spam service providing unit for providing a spam number service for the searched spam number when the secure number is not searched for and the spam number is searched for. The present invention allows a user to receive a call without displaying spam information by registering a phone number, which has been classified as spam, as a secure number.
