The invention discloses a policy charging control method, a protocol converter, and a policy charging rule apparatus. The method comprises: a PC receives a BTA message transmitted from a PCRF, the BTA message carrying decision-making transmission policies; after performing protocol conversion on the BTA message, transmitting a transmission policy response message to a SCEF, the transmission policy response message carrying an identifier of the PCRF; receiving a transmission policy notification message transmitted from the SCEF, the transmission policy notification message carrying the identifier of the PCRF and a selected transmission policy from among the transmission policies; and transmitting, to the PCRF, the transmission policy notification message after protocol conversion.
