The system comprises a historical risk assessment index module (10), a realistic risk assessment index module (20), a predictive risk assessment index module (30), a financial risk level assessment index module (40), a biometric risk assessment index module (50), an underwriting index module (60), and an actuarial rate index module (70). The risks of a subject matter of insurance are comprehensively assessed by means of the establishment of databases and index models, the establishment of the predictive risk assessment index module (30) using the latest biometric information, the historical risk assessment index module (10), the realistic risk assessment index module (20), the financial risk level assessment index module (40), a biometric risk assessment index module (50), the underwriting index module (60), and the actuarial rate index module (70). By carrying out underwriting and actuarial studies on the subject matter of insurance with reference to the factors, the possibility of assessment risks of a subject matter of insurance is reduced.
