A method, apparatus and device for creating a texture atlas and a texture atlas wait set. The method for creating a texture atlas comprises: obtaining image data comprised in a data frame to be rendered (101); determining the size of a to-be-created texture atlas according to the size of the obtained image data (102); and creating the texture atlas according to the determined size (103). By using a manner of a dynamic texture atlas, the method can save the graphic memory space and improve the rendering performance.
