Disclosed is a three-dimensional ship navigation simulator capable of being operated on a general PC using Google Maps and ENCs. The purpose of the present invention is to provide a three-dimensional ship navigation simulator which can verify IT services of maritime service portfolio (MSP). A ship navigation simulator system comprises: a memory loaded with at least one program; and at least one processor. The processor comprises: a scenario editor module creating a simulation scenario by setting the properties and course of a ship in order to verify MSP which is a set of maritime services, according to the control operation of the program; a three-dimensional navigational environment visualization module visualizing a navigational environment for the ship in three dimensions according to the simulation scenario; and a three-dimensional topography visualization module visualizing the surrounding topography of the course in three dimensions with respect to the navigational environment.;COPYRIGHT KIPO 2016
