The present invention relates to an apparatus and a method for managing a professional workforce, in which career information of high-career science and technology persons retired from public institutions and companies is analyzed and matched with technology and commercialization business to effectively distribute and train a professional workforce. The apparatus comprises: a generation unit which receives high-career science and technology person information and information about needs retained in companies (public offices) and stores the information to be classified; an analysis unit which compares the information stored in the generation unit with preset critical item information, requests missing description, and analyzes whether description for each item is satisfied; a type calculation unit which classifies area types and classes of high-career science and technology persons on the basis of the information analyzed and confirmed by the analysis unit, classifies need types of companies (public offices), and applies different weights to the high-career science and technology persons stored for each classified need type in the generation unit; a classification unit which matches and associates the high-career science and technology persons with the need types of the companies (public offices) classified by the type calculation unit, and distributes a business and a role to the matched high-career science and technology person; and a profit calculation unit which reflects the classified class of the high-career science and technology person after finishing business performance on the basis of the data processed by the classification unit, and calculates and distributes a profit for each business.;COPYRIGHT KIPO 2017
