The present invention is to provide a catalyst for activation of persulfate in which noble-metal nanoparticles are deposited on a metal oxide carrier, a manufacturing method thereof and a method for degrading non-degradable organic compounds using the same. According to an embodiment of the present invention, persulfate can be effectively activated through noble-metal catalytic particles dispersed in a metal oxide carrier without injection of specific external energy, for example, ultraviolet rays, heat, ultrasonic waves, etc. at room temperature.
