The present invention diversifies conditions to release a smart cruise control (SCC) mode and access pre-safe seat belt (PSB) control to prevent, in advance, an accident and reduce casualties. Therefore, the present invention relates to an apparatus for operating the SCC and the PSB of a vehicle, and a method for operating the SCC and the PSB using a horn, releasing the SCC mode to prevent, in advance, the accident and protects a driver by using the seat belt by controlling the PSB when the horn is constantly used while the SCC mode is operated.;COPYRIGHT KIPO 2017
