The present invention relates to a technology development degree generation system and a method thereof wherein the technology development degree generation system is implemented by applying similarity information through semantic analysis between documents to reference information between patent documents. The technology development degree generation method comprises the following steps: collecting document data of a plurality of documents to be analyzed including bibliographies, abstracts, claims, and reference information; generating a reference matrix with respect to whether reference was made between documents by using reference information of each document datum; extracting words from each document datum, drawing weighted values for each word by using appearance frequency of the extracted words in a relevant document, and calculating a degree of similarity between the documents by using the weighted values for each word; and calculating the degree of similarity between the documents and relevant elements of the inter-document reference matrix, generating a weighted reference matrix, and generating a visible reference network based on actual content of the documents based on the weighted reference matrix.;COPYRIGHT KIPO 2017
