Disclosed is an emotion opinion extraction and evaluation system based on big data cases for discovering welfare services and a method thereof. The emotion opinion extraction and evaluation method based on big data cases for discovering a welfare service comprises the following steps: collecting case documents for welfare services from each of multiple sources; processing each of the case documents to be subjected to a natural language in order to specify a welfare service and emotional vocabularies corresponding to each of the case documents; specifying the welfare service and emotional vocabularies corresponding to each of the case documents processed as a natural language; deriving emotional keywords corresponding to each of the emotional vocabularies based on the emotional vocabularies specified from each of the case documents; and deriving a main emotional keyword corresponding to the welfare service from the derived emotional keywords and an evaluation value corresponding to the main emotional keyword.;COPYRIGHT KIPO 2017
