The present invention relates to a photoanode made of porous hematite doped with titanium having a selectively grown cocatalyst, and a preparation method thereof. More specifically, the present invention relates to a photoanode, capable of selectively adsorbing a FEOOH water splitting catalyst, for efficiently improving the water splitting capacity of hematite, wherein the photoanode comprises: a transparent substrate; and a porous hematite doped with titanium which is formed in a rod shape on the transparent substrate, the porous hematite doped with titanium comprising a cocatalyst. The photoanode of the present invention, when applied to PEC water splitting system, can increase the amount of light reaching the hematite and thereby provide an excellent photocurrent density value of 4.06 mA/cm^2 when 1.23 V vs RHE. Also, the photoanode of the present invention, when applied to PEC water splitting system for 36 hours, exhibits a value, and thus provides higher long-term cycle stability than conventional hematite-containing photoanodes.
