A water- and oil-repellent composition capable of imparting sufficient dynamic water-repellency and water-repellency after air-drying to the surface of an article and having a low environmental load, a method for producing the same, and a method for treating the article are provided. A copolymer having a constitutional unit based on the following monomer (a), a constitutional unit based on the following monomer (b) and a constitutional unit based on the following monomer (c) and having a mass average molecular weight of 40,000 or more, A water- and oil-repellent composition is used. The monomer (a): a compound represented by (ZY) n X. Z is a polyfluoroalkyl group having 1 to 6 carbon atoms, and Y is a divalent organic group, n is 1 or 2, and X is a polymerizable unsaturated group. Monomer (b): an olefin having a glass transition temperature of 50 占 폚 or less of the homopolymer.
