According to an aspect of the present invention, the present invention relates to an apparatus for generating a uniform distribution of an electric field and a magnetic field in a waveguide and a cavity, comprising: a rectangular waveguide having a rectangular cross section and including a cavity therein; and a conductive helical disposed in the cavity of the waveguide, wherein the conductive helical is spaced apart from the inner surfaces of the waveguide by a predetermined distance and disposed adjacent to the inner surfaces of the waveguide, and both ends of the conductive helical are connected to the bottom surface of the waveguide so as to uniformly generate the electric field and the magnetic field throughout the waveguide.
