The present invention relates to a system to analyze an environmentally-friendly value engineering decision of construction facilities and a method thereof. According to the present invention, the system comprises: a plurality of contractor terminals to perform information processing including information collection, information input, information evaluation, or decision making based on a value engineering job plan; and an analysis terminal to collect reference design information of an environmentally-friendly construction facility with respect to a construction facility through a network, extracting environmentally-friendly attribute evaluation items from the collected reference design information of the environmentally-friendly construction facility to generate and transmit an environmentally-friendly checklist to the contractor terminal, receiving answer score data corresponding to the environmentally-friendly checklist from the contractor terminal and then analyzing the answer score data to calculate an average, and comparing the calculated average with a predetermined reference value to withdraw an environmentally-friendly construction decision of the contractor. Accordingly, a necessity-importance analysis (NIA) model to withdraw the environmentally-friendly construction decision of the contractor is established, environmentally-friendly construction decision of the constructor is confirmed as quantitative data by using the NIA model, and then the quantitative data is able to be provided as determination data for an environmentally-friendly design in an early construction stage.;COPYRIGHT KIPO 2017
