The present invention relates to a headrest double approach device and a headrest double approach system using the same and, more specifically, to a headrest double approach device and a headrest double approach system using the same, which enable a headrest to support the head of a passenger while minimizing the distance between the headrest and the head of the passenger during a collision with a following vehicle by allowing the headrest to approach the head of the passenger doubly over two steps, thereby minimizing damage to the passenger. To this end, the headrest double approach device comprises: a rear cover forming a rear portion of the headrest and including a driving unit installed therein; a moving body reciprocating forward of the rear cover using power of the driving unit; a supporting bar installed in the moving body while being supported by an elastic member, and configured to spring forward of the moving body by an elastic force of the elastic member; a restraining member installed between the moving body and the supporting bar to restrain the support bar so that the elastic member is retracted; a restrain releasing unit releasing the restraining member from the supporting bar by impeding the restraining member if the moving body overshoots a critical point in the course of forward movement of the moving body; and a front cover installed on the supporting bar and forming a front end portion of the headrest.
