The present invention relates to a fly ash foaming block formed in a plurality of layers to increase strength having permeability maintaining performance, and a manufacturing method for the fly ash foaming block. More specifically, in accordance with the present invention, the fly ash foaming block includes a pallet, a permeable concrete supply device, a high strength concrete supply device, a base mold, a circular mold, and an upper mold. The upper mold includes a first upper mold and a second upper mold. The manufacturing method for the fly ash foaming block comprises: (a) a step of moving the pallet to correspond to a position of the base mold; (b) a step of moving the circular mold to a front side, locating the circular mold on an upper part of the pallet; (c) a step of filling high strength concrete; (d) a step of falling the pallet and the circular mold, and firstly compressing the high strength concrete filled in the base mold; (e) a step of raising a descending upper mold, and moving the circular mold among the descending pallet and the circular mold to a rear side; (f) a step of enabling the pallet in which the circular mold is removed to be in contact with the base mold by ascending and filling permeable concrete into the base mold; (g) a step of performing secondary compression; (h) a step of refilling the permeable concrete into the base mold; and (i) a step of performing tertiary compression.
