The present invention, in a device for recycling a waste powder paint, which is configured by comprising a waste powder paint supplying means for supplying waste powder paint flour to a melt extruder; and a waste powder paint melting and extruding means for melting and extruding the waste powder paint flour supplied from the waste powder paint supplying means, relates to a device for recycling the waste powder paint, which is configured by comprising: a hopper having a cross-sectional area becoming narrow from an upper portion to a lower portion, wherein the upper portion delivers the waste powder paint flour supplied from an upper portion to a lower portion; a compressed air supply means connected to the lower portion of the hopper; and a quantitative waste powder paint flour supply means provided at a lower portion of the compressed air supply means, and to a method for recycling the waste powder paint using the same. The final recycled waste powder paint can reduce the difference in physical properties with an ordinary powder paint, and consequently, it is possible to achieve excellent gloss and quality uniformity of the final paint.
