The present invention relates to a gradation eyebrow operator and a four-step gradation eyebrow sketching and forming method using the same. The gradation eyebrow operator includes: a layout member including a first elastic body in the shape of a strip with first through-holes formed on an end and eyebrow-shaped layout openings formed in the first elastic body in a symmetrical manner; a gradation member including a second elastic body in the shape of a strip with second through-holes formed on an end, gradation openings formed in the second elastic body to be bigger than the layout openings while being in the same shape with the layout openings, a division line which is formed on the upper surface of the second elastic body to divide the gradation openings in the longitudinal direction, and a gradation shading unit formed on the upper surface of the second elastic body divided by the division line; a gradation eyebrow member including a third elastic body in the shape of a strip with third through-holes formed on an end and a gradation eyebrow opening unit formed in the shape of an eyebrow in the third elastic body in a symmetrical manner; and a fixing member including fixing screws passing through the first to third through-holes sequentially to be arranged on the upper surface of the third elastic body and nuts coupled to the fixing screws protruding from the upper surface of the third elastic body. The gradation eyebrow operator enables a user to draw refined and elegant semi-permanent eyebrows even with little training.
