PROBLEM TO BE SOLVED: To perform highly accurate aerial photography measurement while suppressing increase of a cost.SOLUTION: A measurement data processing device 300 is a device for identifying positions of multiple reference points on the ground, which includes: an image data reception section 301 for receiving image data of an aerial photograph captured by multiple vehicles which travel on the ground and each of which includes a GNSS position identification device to identify a position using GNSS and an identification indication to be discriminated from others; a position data reception section 302 for receiving data of positions of the vehicles identified by the GNSS position identification devices in the respective multiple vehicles; an identification display detection section 303 for detecting identification indications of the respective multiple vehicles from the image data; an identification section 304 for identifying the respective multiple vehicles on the aerial photograph; and a position identification section 305 for identifying positions of reference points on the ground in the aerial photograph on the basis of data of positions of the vehicles being heavy machines received by the position data reception section 302 and identification information obtained by the identification section 304.SELECTED DRAWING: Figure 4
