PROBLEM TO BE SOLVED: To provide a watching system capable of watching widely a situation inside and outside a vehicle of a watching target.;SOLUTION: A vehicle management server 100 comprises: vehicle image receiving means 101 for receiving a surrounding image and an image of a watching target person when the watching target person gets on or off a vehicle, and an image of the watching target person in the vehicle; recording means 110 for recording the received image; notification information extraction means 106 for extracting information to be notified to a watching person from the recording means 110 according to a set condition; and watching person terminal transmission means 107 for transmitting the extracted notification information to the watching person terminal. In addition, the server comprises face image authentication means 102 for receiving a face image of a face of a passenger imaged by an in-vehicle camera 12 from the vehicle and performing face image authentication.
