PROBLEM TO BE SOLVED: To provide a decentralized control system, a decentralized control method, a decentralized control system of an electric power system, and a control method of a power resource that can improve the reliability and control performance of a control system while considering the uncertainty of communications and device operations, and allowing an independent operation of an individual element with low cost.SOLUTION: In a decentralized control system, a virtual central device 103 is connected to a plurality of controllers for controlling control devices through a communications network 104. The virtual central device comprises: an information memory unit 122 for collecting and memorizing the information on control devices and uncertainty for each control device; an allocation planning unit 124 that classifies the control devices into two groups of an operation command target group to be controlled by the virtual central device and an uncontrolled spare group based on at least the information on uncertainty, and that allocates a control command requested from outside to a control device designated as one of the operation command target group; and a communications unit 120 for transmitting the allocated control command to the control device designated by the allocation planning unit.SELECTED DRAWING: Figure 3
