PROBLEM TO BE SOLVED: To accurately restore a medical image subjected to gradation conversion to a first gradation with a smaller number of gradations than a second gradation to an original medical image with the second gradation.;SOLUTION: A provisional gradation conversion parameter calculation part 105 changes a first gradation conversion parameter so that a first difference becomes small, and acquires the changed first gradation conversion parameter as a second gradation conversion parameter when the calculated first difference is a first threshold or more, and acquires the first gradation conversion parameter as the second gradation conversion parameter when the calculated first difference is not the first threshold or more. A gradation conversion parameter determination part 106 estimates the second gradation conversion parameter with the minimum second difference of a plurality of the second gradation conversion parameters corresponding to a plurality of third brightness histograms as a third gradation conversion parameter.
