PROBLEM TO BE SOLVED: To enable proper and efficient management of issuance of regional promotion coupons and a capital for premium coupons according to the purpose.SOLUTION: A regional promotion coupon management system 100 includes a storage device 101 for storing a list 125 defining attributes of each person related to a specific region, and a calculation device 104 for identifying by the list 125 attributes concerning an issuance requester indicated by a regional promotion coupon issuance request when receiving the issuance request from a specific device, determines a premium amount of a regional promotion coupon to be issued to the issuance requester according to types of the identified attributes and executes specific issuance processing concerning the regional promotion coupon having an amount calculated by adding the determined premium amount to a purchase amount desired by the issuance requester.SELECTED DRAWING: Figure 2
