Provided is an actuator (110), comprising: a plurality of rotors (113a, 113b) which have mutually parallel rotation shafts (J21, J22) and which are magnetized to have different magnetic poles in the circumference direction; a plurality of yokes (112a, 112b) which are magnetically coupled between the rotors (113a, 113b) and which, together with the plurality of rotors (113a, 113b), form a closed magnetic path (MP2); and a plurality of coils (111a, 111b) which are respectively disposed on, and respectively excite, the plurality of yokes (112a, 112b). One end part and another end part of each of the yokes (112a, 112b) respectively face the different rotors (113a, 113b). Each of the rotors (113a, 113b) is sandwiched, in a direction which is perpendicular to the rotation shafts (J21, J22) of the rotors (113a, 113b), by the two yokes (112a, 112b) which are magnetically coupled to the rotors (113a, 113b).
