PROBLEM TO BE SOLVED: To set a precise plan as a flight operation plan of an aircraft.SOLUTION: A storage part 160 stores a plurality of profiles which are created in advance for each classification of a flight operation of an aircraft, and define a standard moving plan showing a standard route and speed to a destination. A profile application determination processing part 144, regarding a scheduled aircraft being an aircraft during a flight operation or before a flight operation, selects a profile of the same classification as the flight operation of the scheduled aircraft from a plurality of profiles stored in storage part 160. A 4DT calculation processing part 145 sets an individual moving plan showing an individual route and speed to a destination for the scheduled aircraft by using the profile selected by the profile application determination processing part 144.SELECTED DRAWING: Figure 3
