PROBLEM TO BE SOLVED: To allow a correct estimation of the life state and activity of a resident who receives supply of electric power from a power drawing line, from the measured value of the power use amount or the current consumption of the resident and the date and time of the measurement.;SOLUTION: A measurement unit 132 measures the power use amount or the current consumption of a resident who receives supply of electric power from a power drawing line, at the same times set at regular intervals every day. A storage unit 133 stores the measured power use amounts or current consumptions with the dates and times of the measurement in the form of data. An operation unit 134 sets a time frame of a regular interval in the data stored in the storage unit 133, and calculates the moment of the probability distribution of a probability variable made from the data in the time frame.
